In July, the Victorian Civil and Administrative Tribunal (VCAT) handed down a landmark decision in the Gippsland Coastal Board vs South Gippsland Shire Council (commonly known as the Toora case). Development approval was refused for six dwellings in Toora, on Farming Zone land, as the potential for the land to become inundated should sea levels rise as a consequence of climate change.
