State Planning Minister Justin Madden has proposed that developers pay 30 per cent of the Government’s Growth Areas Infrastructure Contribution (GAIC) at the land purchase stage, with 70 per cent paid in stages as land is subdivided. He also intends to speed up the development of Precinct Structure Plans (PSPs). The Government has refused to expand the Urban Growth Boundary (UGB) unless the GAIC is adopted.
